Impeachment Talks on Table as AMP Government Takeover Gathers Momentum Featured

DILI: A Senior National Congress for Timorese Reconstruction (CNRT) figure, Arão Noe de Jesus, has called for impeachment of the seventh government, saying it has failed to meet its obligation to deliver a new program to National Parliament.

Jesus made the claim in parliament Thursday, saying the government had not met the 19 November deadline to submit its new program to National Parliament after opposition parties voted down its first program on October 16.

Jesus said uncertainty around State programming was causing suffering and within the population.

 He said the “best way” was for the new opposition coalition, the Alliance Majority Parliamentary (AMP), to make a political impeachment of the government to bring a new program to National Parliament.

 “We call to the President of the Republic to decide base on the constitution,’’ he said.  

 Luis Mendes Ribeiro, from the Democratic Party, dismissed talks of impeachment, saying the AMP had no legal grounds to make such a claim.

“There is no article written in the constitution that the government must present the second program of the government during 30 days,’’ said Luis. 


Luis said under article 112 talks of change in government can only happen when its program is voted down twice in parliament. The government has not submitted a second alternative program.

On 12 October 35 MPs from opposition parties—namely the National Congress for Timorese Reconstruction (CNRT), People’s Liberation Party (PLP), and KHUNTO— declared themselves a Parliamentary Majority Alliance (AMP).

 In a letter sent to President Francisco Guterres, that same day, the AMP said they were ready to form an alternative government that ensures "peace, stability and development."
